I do this but for over 50% of the results I get a "redirect notice" from Google and it does not bring me to the page.

I'm trying to use it to see what ads are being displayed on the Google content networks for other countries that I do no reside in.

Why are you not wanting to click on other peoples' ads, it won't really do anything big, they might have their IP address but it doesn't really matter.
As much as I hate to say it, I'm not sure if there is anything I will be able to do about it. We are using a pre-made PHP PROXY script that is popular for the services, and I guess if its not working correctly there must be some bugs on the other software which we are unable to fix.
You may consider trying a CGI proxy, if you do a google search for it, that may be different, there are two types of proxies many, CGI proxies and PHP proxies, which is what were on, maybe the CGI one may work better for you?
