How do the inactive/min bid keywords relate to the overall cpc you will pay? (I noticed that bidding 1.45 cents still says that my average cpc will be .19 cents- so I wondered how this applied to those keywords that have minimum bid restrictions that are higher than my average cpc- if this guestimate by yahoo even has anything to do with my keywords or if its just a blanket bidding system..?)
-For example,
If keywords are at 90 cents minimum bid- does that mean that no matter what I will pay 90 cents for those clicks,
effectively viewing those as obsolete to a zip submit campaign thats worth 1.30 a lead just because they are popular?

The better the QS the lower the CPC,
Yes Min-Bids will continue to decrease and QS continues to increase, alot of it is based on the CTR of your keyword/text-ad combination.
anything higher than a 5%+ will generally give you a great QS, and a low-min bid, and over time it'll keep dropping.

Unfortunately there isn't a golden rule of thumb what to do here, you can either start low, and hope to get clicks, and potentially never get clicks to your text-ad.
Or you can go high, pay alot per click, try to Aim for a good QS which will lower your min-bid as your QS keeps increases, and hopefully the min-bid will start to become lower than your EPC.
